Another Lowell leader Attorney Richard P. Howe passed away last Friday.
I had the opportunity to meet him on many occasions in a formal setting and as a friend of my father Ken.
In 2003 we did a new portrait for his then upcoming city council election.
More recently I was on hand for the family at the dedication in his honor of the Howe Bridge in 2013.
